Administration by total Natural Law is primary; human administration is secondary, Global Press Conference 20.08.2003

Question: Last week Maharishi said, that he will train leaders to “put Natural Law, the Will of God, into the field of administration”. I have two questions: 1) If, as Maharishi has said, Natural Law already governs everything in the universe, then isn’t Natural Law already governing humans and human governments? 2) And if it is not, what will Maharishi teach these leaders to accomplish it?

Maharishi: Natural Law is governing. Absolutely all the government is done by Natural Law. Only, the governing of Natural Law has gone in the background of human awareness. And human administration has become primary and the cosmic administration has become secondary. It is there and it will always be there, no matter what happens. Natural Law, there can be nothing beyond Natural Law. Only, whether it is primary in the human awareness or it remains secondary in the human awareness.

The example will be: the sap in a tree is always there, whether the gardener nourishes the sap or the gardener runs after the watering the roots and branches and flowers.

Primary should be primary. Primary is the reign of Natural Law, the rule of Natural Law. But that rule of Natural Law has become secondary or even at the third level of importance, even no level of importance. Human awareness has drifted from it, even when it is reigning, when it is reigning, it is governing all aspects. But it has gone in the background of human knowledge. That’s all. That means, the treasury is there, only it has gone out of awareness of the owner. And when it is out of awareness then the owner is not able to derive maximum out of it. That is the difference.

There is nothing new that I will be teaching to them. The old thing, which they have forgotten. We take their awareness to that and see, this is how the Sun is being governed by someone, the Moon is being governed by someone, the ocean is being governed by someone. Hugh, enormous galactic weight of the earth running in the space. Hugh, who is getting it done? Someone must be getting it done.

Only that power, enormous power which eventually is found and will always be found within the awareness of everyone has become secondary, thirdly, is forgotten.

So it is a matter of remembering that which has been forgotten. Secondary, secondary. The treasury was there, but one has forgotten about it. Forgetting, one doesn’t get the sufficient amount of help from there. That’s all.

So what I will be teaching to them, in reality: nothing, but in reality: everything, because in reality they have forgotten. They don’t know what cosmic means, what Natural Law means. It is all forgotten, not known. Not that it is a new thing.

What science does, it just uncovers things that have become out of sight. That’s all. Science is not creating anything. It is just uncovering, bringing to memory in order to make use of it spontaneously in daily life. So, that is the picture.

I completely accept with great pleasure the challenge that has been thrown in this question. But it is a great delight to dwell on it with all our friends in the world.

There is nothing new that I am going to say, because there is nothing new under the Sun. If I say, I’ll tell you something new, I won’t be right. I won’t be right. There is nothing new, only remembering things will make the thing come up. It is already there.

In the Vedic literature, referring to the Vedic literature. There is a huge literature by name: 

Purāṇa, Upa-purāṇa. Another set of literature Smṛti, Upa-smṛti. So, Upa-smṛti is nothing new, only it has gone on the background, so it has become “Upa”.

In the case of everyone, consciousness is the basic value of the physical body. Only, the body has become primary and the basic value, consciousness has become secondary. Becoming secondary does not mean it has disappeared, no. It is there, only it has become secondary.

Now, which has become secondary has now been found to be really worthy of the first level of importance: consciousness, consciousness, consciousness. This field of consciousness is always a primary thing, but that has been suppressed and what has come in its place is the body. The body has become primary, consciousness has become secondary. When we practice Transcendental Meditation, in the transcendental consciousness, consciousness is primary, body is non existing, it is a secondary thing, completely secondary. So, it is a matter of what is primary, what is secondary, what is primary, what is secondary.

In the society, human society, suffering society, God has become secondary, man has become primary. It is just a matter of primary and secondary. So Upa-smṛti, Smṛti and Upa-smṛti, Purāṇa and Upa-purāṇa, Śruti and Upa-śruti, Veda and Vedāṅgas, Upāṅgas and all. There is a sequential importance in the field of consciousness also as it is in the field of physiology. Something becomes important, some becomes of secondary importance.

So the thing that has been forgotten, the thing in terms of religious language: God, the Light of God inside, man is made in the image of God. That image has become secondary and what has become primary is some futile thing. Change has become primary, non change has become secondary.

Now my work is to bring that which has become secondary, make it important. Non change. Eternity. Continuity. Flawlessness. Perfection. Pūrṇa. Pūrṇāt Pūrṇam Udachyate. Whether we speak in Sanskrit or in Spanish or in any language, but primary and secondary, that’s all. Primary and secondary.

When human intelligence becomes primary, then the God’s intelligence, the Almighty intelligence becomes secondary. It does not become secondary, it is always primary. Only it is out of memory, that’s all. Out of memory. So bring it back to memory. That is our strength. Our strength, what we are teaching is nothing new. Only we say: close the eyes and let your mind get into transcendental consciousness and you will find a new world and it is so beautiful and so enormous, so invincible, so almighty, so fulfilling, everything like that, like that.

So it is there, completely open to it. and we are grateful to our Tradition of Vedic Masters that has given us such a simple, straight forward, very easy, natural way to open the door. There is no door even. You don’t have to knock the door. Just walk in. But you have to walk in to get to that garden. It is a very beautiful field. It is a very beautiful topic, so good. So good to talk about it, so good to handle it. Very beautiful.

L’Administration par la Loi Naturel Total vient en premier; l’administration humaine est secondaire

Question: La semaine dernière, Maharishi a déclaré qu’il allait former des dirigeants pour «mettre la Loi Naturelle, la volonté de Dieu, dans le domaine de l’administration». J’ai deux questions: 1) Si, comme l’a dit Maharishi, la Loi Naturelle régit déjà tout dans l’univers, alors la Loi Naturelle ne régit-elle pas déjà les humains et les gouvernements humains? 2) Et si ce n’est pas le cas, qu’est-ce que Maharishi enseignera à ces dirigeants pour l’accomplir?

Maharishi: La loi Naturelle gouverne. Absolument tout le gouvernement est fait par la Loi Naturelle. Seulement, le gouvernement de la Loi Naturelle est passé à l’arrière-plan de la conscience humaine. Et l’administration humaine est devenue première et l’administration cosmique est devenue secondaire. Elle est là et elle sera toujours là, quoi qu’il arrive. La Loi Naturelle, il ne peut rien y avoir au-delà de la Loi Naturelle. Seulement, soit elle est en premier dans la conscience humaine, soit elle reste secondaire dans la conscience humaine.

L’exemple sera le suivant: la sève d’un arbre est toujours là, que le jardinier nourrisse la sève ou qu’il coure après l’arrosage des racines, des branches et des fleurs.

Ce qui est en premier devrait être en premier. En premier est le règne de la Loi Naturelle, le principe de la Loi Naturelle. Mais ce principe de la Loi Naturelle est devenue secondaire, voire au troisième niveau d’importance, voire aucun niveau d’importance. La conscience humaine s’en est éloignée, même lorsqu’elle règne, lorsqu’elle règne, elle régit tous les aspects. Mais elle est passée à l’arrière-plan de la connaissance humaine. C’est tout. Cela signifie que le trésor est là, mais qu’il est sorti de la conscience de son propriétaire. Et lorsqu’il n’est plus conscient, le propriétaire n’est pas en mesure d’en tirer le maximum. C’est là que réside la différence.

Il n’y a rien de nouveau que je vais leur enseigner. La vieille chose, qu’ils ont oubliée. Nous amenons leur conscience à cela et nous voyons que c’est ainsi que le Soleil est gouverné par quelqu’un, que la Lune est gouvernée par quelqu’un, que l’océan est gouverné par quelqu’un. Euh, l’énorme poids galactique de la terre qui court dans l’espace. Euh, qui s’en charge? Quelqu’un doit le faire.

Seul ce pouvoir, ce pouvoir énorme qui se trouve et se trouvera toujours dans la conscience de chacun est devenu secondaire, tertiaire, est oublié.

Il s’agit donc de se souvenir de ce qui a été oublié. Secondaire, secondaire. Le trésor était là, mais on l’a oublié. En l’oubliant, on n’en reçoit pas l’aide suffisante. C’est tout.

Donc ce que je vais leur enseigner, en réalité: rien, mais en réalité: tout, parce qu’en réalité ils ont oublié. Ils ne savent pas ce que signifie cosmique, ce que signifie Loi Naturelle. Tout est oublié, inconnu. Non pas que ce soit une chose nouvelle.

Ce que fait la science, elle ne fait que découvrir des choses qui sont devenues hors de vue. C’est tout. La science ne crée rien. Elle ne fait que découvrir, rappeler pour en faire un usage spontané dans la vie quotidienne. Voilà donc le tableau.

J’accepte avec grand plaisir le défi qui a été lancé dans cette question. Mais c’est un grand plaisir de le relever avec tous nos amis dans le monde.

Il n’y a rien de nouveau que je vais dire, car il n’y a rien de nouveau sous le soleil. Si je dis, je vais vous dire quelque chose de nouveau, je n’aurai pas raison. Je n’aurai pas raison. Il n’y a rien de nouveau, seul le fait de se souvenir des choses fera apparaître la chose. Elle est déjà là.

Dans la Littérature Védique, en référence à la Littérature Védique. Il existe une immense littérature qui porte le nom de Purāṇa, Upa-purāṇa. Un autre ensemble de littérature Smṛti, Upa-smṛti. Upa-smṛti n’est donc pas une nouveauté, mais elle est passée à l’arrière-plan et est devenue ‘Upa’.

Dans le cas de chacun, la conscience est la valeur de base du corps physique. Seulement, le corps est devenu le premier et la valeur de base, la conscience, est devenue secondaire. Devenir secondaire ne signifie pas qu’elle a disparu, non. Elle est là, seulement elle est devenue secondaire.

Maintenant, ce qui est devenu secondaire s’est avéré être vraiment digne du premier niveau d’importance: la conscience, la conscience, la conscience. Ce domaine de la conscience est toujours une chose primordiale, mais il a été supprimé et ce qui lui a été substitué est le corps. Le corps est devenu le premier, la conscience est devenue secondaire. Lorsque nous pratiquons la Méditation Transcendantale, dans la Conscience Transcendantale, la conscience est fondamentale, le corps est inexistant, c’est une chose secondaire, complètement secondaire. Il s’agit donc de savoir ce qui vient en premier et ce qui est secondaire, ce qui est en premier, ce qui est secondaire.

Dans la société, la société humaine, la société de la souffrance, Dieu est devenu secondaire, l’homme est passé au premier-plan. Il ne s’agit que de première importance et de secondaire. Donc Upa-smṛti, Smṛti et Upa-smṛti, Purāṇa et Upa-purāṇa, Śruti et Upa-śruti, Veda et Vedāṅgas, Upāṅgas et tout le reste. Il y a une importance séquentielle dans le domaine de la conscience, tout comme dans le domaine de la physiologie. Quelque chose devient important, d’autres deviennent d’une importance secondaire.

Donc la chose qui a été oubliée, la chose en termes de langage religieux: Dieu, la Lumière de Dieu à l’intérieur, l’homme est fait à l’image de Dieu. Cette image est devenue secondaire et ce qui est devenu premier est une chose futile. Le changement est passé en premier, le non changement est devenu secondaire.

Maintenant, mon travail consiste à rendre important ce qui est devenu secondaire. Le non changement. L’éternité. La continuité. La perfection. La perfection. Pūrṇa. Pūrṇāt Pūrṇam Udachyate. Que l’on parle en Sanskrit ou en espagnol ou dans n’importe quelle langue, mais premier et secondaire, c’est tout. Premier et secondaire.

Lorsque l’intelligence humaine devient première, alors l’intelligence de Dieu, l’intelligence du Tout-Puissant devient secondaire. Elle ne devient pas secondaire, elle est toujours première. Seulement, elle est hors mémoire, c’est tout. Hors de la mémoire. Alors, ramenez-la à la mémoire. C’est notre force. Notre force, ce que nous enseignons n’est pas nouveau. Nous disons seulement: fermez les yeux et laissez votre esprit entrer dans la Conscience Transcendantale et vous trouverez un monde nouveau et il est si beau et si énorme, si invincible, si tout-puissant, si plein de plénitude, tout comme ça, comme ça.

Elle est donc là, complètement ouverte à elle. Et nous sommes reconnaissants à notre Tradition de Maîtres Védiques qui nous a donné une façon si simple, directe, très facile, naturelle d’ouvrir la porte. Il n’y a même pas de porte. Vous n’avez pas besoin de frapper à la porte. Il suffit d’entrer. Mais vous devez entrer pour accéder à ce jardin. C’est un très beau domaine. C’est un très beau sujet, si bon. C’est si bon d’en parler, si bon de le traiter. C’est très beau.
